[General] What does "Upon approval" mean?

What does the "upon approval" mean in the sentence below.

-Upon approval of the board, this is your official notice of appointment.

Does it mean that the board has approved?
 
Where did you find that strange sentence? (Please give us the source and the author.) It doesn't make sense to me. It's impossible to tell if the writer is still waiting for confirmation of the board's approval. The first half sounds as if that is the case, but the second half doesn't.
