What does to cross one's lips mean?

Does it mean to say or reveal something?

It may mean to button it up, stop talking, don't talk about it or be quiet.

(I am not sure what "cross" the lips means)
 
"cross one's lips" can refer to speaking or to eating/drinking.

I don't believe she said that. Such a mean word would never cross her lips.

That cake was the most delicious thing to ever cross my lips.
