can someone explain what "tighten the noose on" means in the following text?

If you’re a big fan of new releases and the latest cable TV sitcoms, however, you could be in for more disappointment as content providers tighten the noose on Netflix and let-down subscribers head for the hills.

It means that they don't let them do what they want.
 
Do you know what a "noose" is?

They mean the control they have over Netflix, etc. is restricting Netflix's ability to offer programming as they would otherwise. If they were not being restricted by having their oxygen supply (new programming) choked off.

To paraphrase one of your previous posts, the content providers 'smell blood in the water' and are feasting upon the woes that Netflix is experiencing! ;-)
