What does (next to never ) mean ?

it's simple question , what does (next to never ) mean ?

I suppose it's something similar to 'next to nothing'/'next to none' that is 'amost nothing'.
'Next to never'= 'almost never'.

Yes, it does mean that but it's not very commonly used, not as much as "next to nothing".
