Perhaps you should explain the situation that requires you to request this letter. You don't seem to want a generic sample.
 
If you post your letter, people may look at it and make suggestions to improve it.

I am a university teacher from Algeria, teaching at the department of History and Geography

I'm preparing my PhD thesis on regional land reclamation , more precisely on the prairie activity and how it can help the sustainable development in the steppe lands (the province of Msila in Algeria will be the case study).

I want a welcome letter so I can to read about the researches done to sustain the arid and semi arid lands, and to develop sheep breeding, that I could find in the host library university

The university where I work will cover all the fees

Are you planning to vist the library?

If so, then it seems to me that you want to ask the university to send you a letter confirming that you will be able to use their library. In your request for such a letter, you will be telling them that your university will cover any fees involved.

Is that the case? Or is it that you need a letter from the university confirming their willingness to allow you to use their library facilities so that you can obtain a visa to enter the country in which the university is located?
