Please check my sentences. Is it correct to use "By" the way I did in the first sentence?

A time span is a length of time. You are talking about a fixed period in time, from one date to another.

So we can't use "By" with it. Am I correct?

"By" is used correctly. "Span" is a duration, not a point in time, so the sentence doesn't work.
