Does "waves him off to jump in" mean "turns him down"?

But what does "the letter" refer to (in "the letter was perfect")?

It means that Trump dismissed Azar's comments/explanation in order to "jump in" (a kind of interruption) with comments of his own.

I have no idea what "the letter" refers to. It must be something in a longer version of the story but it wasn't included in the Twitter exchange/post.
 
Trump was probably referring back to his impeachment. The "transcription" he mentions next is the record of his phone call with the Ukrainian president.
