Hi.
Don't quite get the meaning of the part in bold. What is meant by it?
 
It came to shore.
 
Think of "washed up" as "was carried (e.g. by the waves) to shore" (probably drifted to shore).
 
You could say the ship ran aground on Long Island — either on the shore or in the shallow water a little way from land.

Think of all the things you might see on a beach - driftwood, trash, shells, seaweed, etc. Those all washed up on shore. 'Washed' suggests it was drifting without power, simply carried by the waves and current.

'Off Long Island' is simply an imprecise location of where the ship was found - somewhere along the approximately 118 miles of coastline which compose the island.
