I saw a boy at the party on the picture. Can I say :

1. The boy at the party on the picture is Dave. Or,
2. The boy at the party on the picture was Dave.

First, we use in the picture, not on the picture.
Second, use present tense when describing what's in pictures, not past tense.
Third, don't mention the locations of pictures when it's obvious to the listener. There seems to be no reason for you to say at the party.

Who do you want to say this sentence to? Why?

I was sharing this picture with another friend and introducing him who's in the picture.
 
I was sharing this picture with another friend and [STRIKE]introducing[/STRIKE] telling him who's in the picture.

You weren't introducing him to anyone.

If you have shared several pictures with your friend and you need to make it clear that you're talking about the party photo, say something like "In the picture taken at the party, the boy is Dave".
 
Or just point to it and say, "That's Dave!"

That's fine if you're together. When Ju said "I was sharing this picture with another friend", I assumed they meant they shared it by email or some other digital method. If the two people were looking at the photo together, "I was sharing this picture" isn't appropriate.
 
This is Dave at the party.
