I've tried to use "war chest" in my sentence. Have I made any mistakes?

A local Green party constantly struggles with funds, and its war chest is hardly sufficient for the campaign for the upcoming election.

Why did you capitalize "green"? Also, did you purposefully use the present simple for "struggle"?
 
I capitalised "green" believing that was the name of the party, and it should be capitalised, but probably I made a mistake.
I used purposefully the present simple.
 
How about the following?
"The local green party is constantly struggling with funds ..."
 
It seems that they are always in need of money.
