Dear all:
What is the exact meaning of "walk-on operetta parts" in bold in the following passage? It is from the book The Shah’s Imperial Celebrations of 1971, by Robert Steele, p. 120.

"One person said, ‘We, the people, knew nothing of it. We paid for it. It was in our name but we could not get within a mile of it. Literally. The road was blocked by soldiers – real soldiers, not walk-on operetta parts.’ "

Does it mean "unreal soldiers"?
