[Grammar] Value is less or value is lower

When referring to numerical values, which is right (or more common) between 'the value must be less (more) than 5' and 'the value must be lower (higher) than 5'?

If, for example, the context was mathematics, I would use "less than" and "greater than". Describe (in more detail) the context you have in mind, and we'll try to help you.
 
Hi. Thank you for the answer. The context is not math-related, and the 'values'
are variables in a product management software (used for internet shopping malls, websites, etc.) That is all I know.
 
I see. I think "greater than" and "less than" should also work for that context.
