But on second thought, it seems that "ages 5 to 11" can serve as an adverbial phrase of time to make the headline grammatical. I am not very sure.
Are both "Covid vaccine for kids ages 5 to 11" and "Covid vaccine for kids aging 5 to 11" grammatical and natural?
