Using the article "the"

Dear members,

I was wondering about the use of the article “the”.

Recently, in a web request form, I wrote the following:

“Greek State Scholarships Foundation is demanding, as soon as possible, an acceptance letter […]”

I suppose not because the omitting of the article “the”.

The above sentence could be considered as correct? Does the omitting of article “the” constitute a big mistake?

What about sentences I have read as news titles like “Government demands from the […]” (The article “the” is being omitted)?
