using decentralize

Hello.

Have I used "decentralize" correctly?

I think the government should decentralize to reduce the population of the capital city.

If not, how can I express the idea?

Decentralisation doesn't necessarily reduce the population of the city, just of the centre. If you are implying that companies are going to move to other cities, then that would work. But, as an example, you'd need to include that.
 
Yes I mean the government should move some of its organization from the capital city to other cities.

I think the government should decentralize to reduce the population of the capital city. For instance, some government organizations can be established in smaller cities near the capital.

If they are moved to satellite cities around the capital that is not real decentralisation.
