Does "U.S. Technology...Becomes a Vulnerability" mean "U.S. Technology (that are used by Russia)...Becomes a Vulnerability (that the US can handle against Russia)"?

I don't understand what you mean there.

I can't read the article without a subscription but I guess it means that the newly found lack of the provision of US technology has made, and continues to make Russia vulnerable.

Do you know what 'vulnerable' means?
 
Of weak points that are susceptible to damage.
