Please, could you tell me what the correct answer is, and why you chose that?

B-There were more than.
C-Of more than.
D-The report of..


I know that number (A) is the best answer, but what do you think of answer number (b), it seems okay. Why number (b) is not correct??

B would have required 'who':

There were more than twelve million immigrants who entered ...
