What does "three shy of a million a week" mean?

There are 52 weeks in a year.

52 - 49 = 3
 
He earned 49. He wanted to earn 52, so he could say it was a million a week.
 
shy here means short.
 
Going to jail for fraud probably pissed him off more, though. ;-)
