"12378"

2) This number ends with 78.

Which one is correct?

They're both correct.

In your example, and given a choice, I would prefer to use "in" which suggests to me that "78" is part of the complete number. "With" would, for me, suggest the possibility that "78" is separate from the main number, as in "123 78_ or "123-78".

I would say:

The number ends in eight

I wouldn't see such a distinction.

"In" is natural for me. Like "use the credit card ending in 4875."

Alternatively, you could use no preposition at all, if spelling out each digit individually:

The number ends 'seven eight' :tick:
The number ends 'seventy-eight' :cross:

Use the card ending 'four eight seven five' :tick:

I'd be happy with no preposition even without the numbers being written out in full.

Payment will be taken from your card ending 4875.

I wrote the numbers out in full to show that this is speech, not writing.
