How do I understand the following sentence: "This is a complicated subject and there’s no one answer."
Does it mean there is no answer at all or there are more than one answers?

complicated = many-faceted, complex, not simple
there's no one answer = there are many possible answers
 
It was in an article about choosing an old age home for people with dementia. The question was when and where to place these people in a home.
 
That's a complicated subject. There's no one answer.
