"Thick" meaning "fat"

No. You might hear "thick-set" to mean a person of larger proportions, but it suggests a level of solidity that just "fat" doesn't. Bear in mind that it's not very polite to refer to someone's weight or body shape.

"Thick" can certainly be used in BrE to mean "stupid". However, referring to someone's intelligence or intellectual capacity is also not polite.

I suggest that, unless it is absolutely necessary for the situation, you refer to neither.
