Hi,

1- There was tension between nations, between staffs, and between individuals.
2- There was tension between nations, staffs, and individuals.
3- There was tension among nations, among staffs, and among individuals.
4- There was tension among nations, staffs, and individuals.

I tried to make up 4 sentences regarding 'between' and 'among.' I think all are OK, but sentences 1, 2 are different in meaning from sentences 3 and 4. I consider that there is two nations, staffs and individuals in sentences 1 and 2.

Is it OK?

Thanks in advance!

Because you use "between" does not limit the number of participants to two. It is true that that might be the case.

So, which ones are OK? I cannot understand what you want to say.

Just between you and me, all of them are OK. (But use just one.)
