Should I use "there is plenty of opportunities out there" or "there are plenty of opportunities out there"?
 
Opportunities is plural, so its verb should also be plural. With Existential-there sentences, like the one you have, the true subject comes after the verb. Omit the word there and see what happens:

Ex: There are plenty of opportunities out there.
Ex: Plenty of opportunities are out there.

EX: There is plenty of food on the table.
Ex: Plenty of food is on the table.
