Hi.

Let’s say from 6-7 pm yesterday in my city, it was raining very hard. But from 7 to 8 pm, the rain becomes small. Is it natural to say “The rain has died down” at that moment?

I would say "the rain has eased off (a bit)".

Yes, natural and common in AmE.
 
Yes. The rain has died down or slackened off.
 
I don't think I have ever used it.
 
It sounds natural to me.
 
Our differences make us what we are. ;-)
 
"taper off" doesn't work for me either. In BrE, you'll hear that the rain is letting up/starting to let up.
