If she's pregnant and it's her first child, she's not yet a "mummy". I don't know what a "water birth level" is. However, I will use the term as it appears in your original until/unless someone corrects it.

The pregnant lady has been diagnosed with low water birth level.

"Less" is definitely incorrect. That's a comparative. You need an adjective.

I'll ask my wife, who's an OB-GYN surgeon, but in all the time I have known her I haven't heard this.

"Water birth level" is not the usual term. The mother-to-be may have been told that she has a "low water level." This refers to the amount of amniotic fluid in the uterus.

Not an obstetrician.

I would not use "mummy" in that sentence. It suggests a dead person wrapped in bandages.
