The policy issues were at the polar opposite of fine-tuning ( From the Cambridge English Corpus). Please help me to understand this sentence. As I get it, it is difficult to finally resolve those political issues due to their opposite nature. Is it correct?
 
Not difficult. Impossible.
 
It means the policies that were implemented were the opposite of fine-tuning (they had to do everything from scratch).
