"123456789" This is the password I needed to give to my friend but mistakenly I gave him "12345678". Can he say "The password is one digit short" or "The password is one number short" or "This should be nine digit long it's missing a number"?

With my corrections above, all three are possible. The first two are most likely. I'd probably say "That's not long enough".

(That's a terrible password, by the way!)

I'd say 'It's one character short', as it might end with a letter or #/*/!/% etc.
