can we use the definite article in this case? and if it is grammatically correct then would a native speaker say it? i mean - is it natural, does it sound good?

We usually say Moscow City or the City of Moscow,not the Moscow City.

If you mean the capital of Russia, then in Russian it's just Moscow. Always

I don't think it makes sense to treat a foreign name as it was an English one, adding "The" and "City". As far as I know, there are no articles in Russian and city names never have the word "city" attached to them.

If you mean Moscow which is in US or in some other English speaking country then it might be different

In case anyone's interested..
Technically, some city names have the word 'city' attached to the root, but they are never translated.
Moscow City may also refer to Moscow's international business centre that is currently under construction.
