I often hear "The more, the better," "the sooner, the better," etc.

Is it possible to use this kind of expression in the following way?

The lower the suction load on the air filter of a vehicle is, the higher the quantity of air supply to the engine is.
 
You can. You can also omit is in both clauses.

A verbless, very intelligible sentence! I thought it was only Chinese that had verbless sentences!
