What is the meaning of the following sentence .

Many employers value personality above experience or qualifications.
 
What is the meaning of the following sentence .

Many employers value personality above experience or qualifications.
It's straigntforward. Employers place more value/importance on candidates' personality than on the work experience they have had or on any qualifications they may have gained.

Just as:

Many voters value personality above experience or qualifications.:lol:
 
I.e. character counts more than current knowledge, as you can train a good person to be more knowledgeable, but can't train a knowledgeable person to have character.
