The meaning of "housekeeping inspection" and "are clear of obstructions"

Hello.

The sentence reads as follows:

Housekeeping inspection to ensure that decks and walkways and scaffolding are clear of obstructions such as spilt liquids, scrap material, cables and hoses.

To my way of thinking, "housekeeping inspection" means "inspection in terms of cleanness and tidiness" while "are clear of obstructions" means the same as "are without obstructions" or "at some distance from obstructions".

Do you agree?

The sentence comes from "Ship repair yard safe working conditions".

It's not a sentence. In any case, no, what you say can't be right. The housekeeping inspection is for the purpose of making sure that there are no obstructions. You can't redefine it to mean something else.

"Housekeeping" means something different in an industrial space than at home, in a hotel, etc.

As far as the housekeeping is concerned, does it refer to checking something for obstacles or cleaning / maintaining something?

If I do an X inspection to check for Y, then in that sentence, X inspection means checking for Y.

Housekeeping is also what lecturers do when they're telling you about timetables, assignment details, room changes, etc. - stuff not related to the lecture, but to meta-subject details.

General housekeeping at work, in this context, overlaps with the concept of health and safety at work. Checking for hazards and removing them, is one of the routine tasks to be carried out ensuring that the workplace is kept safe for everyone.
