[General] The expression 'I kindly request you to'

The expression ' I kindly request you to' seems to be widely in use in letters where the writer asks for a favor, permission or concurrence . Is it well accepted among English teachers? My question arises from the fact that in most such situations where this expression is used the element of kindness is expected from the person addressed rather than the writer and therefore a contradiction of sorts exists.

I see it as well, but only from Indians or non-native speakers.
