[Grammar] the difference between 'was' and 'has been'

i am always confused about the usage of 'was' and 'has been'.

i don't know which one of the following is correct...

he was told his promotion is soon confirmed by the senior management
OR
he has been told his promotion is soon confirmed by the senior management

the meetings were rescheduled to next week
OR
the meetings have been rescheduled to next week

Try writing some sentences showing how you think they should be used, and somebody will help you with them.
