Are "narrative" and "story" interchangeable here?

The COVID-19 narrative promoted by Carl Heneghan and the Today programme that we should be transitioning to a Sweden-style response is dangerous and wrong. Look at the data. Deaths/100000:
UK=62.9, Sweden=57.6, Canada=25.0, Germany=11.3, Denmark=11.0. Sweden is no exemplar.

Could you find a synonym to replace narrative here?
 
I concur that narrative was a very good choice in the original, but if you must have a synonym you could use idea or opinion or suggestion.
 
What about "model"? It is about an approach to tackling a problem which may or may not work
 
Is the narrative promoted by Heneghan and promoted by the Today programme?
