- the entity concerned

Which one of these phrases means the relevant entity? For example, if the laws require the relevant entity to work on implementing some requirement, which of these will be applicable? the concerned entity or the entity concerned
 
The entity concerned is responsible of managing the contract.

It's hard to tell without either one being in a complete sentence.
