"The cold never bothered me anyway."

This is the lyric from song called "Let it go".

I don't understand why the past of bother is used here. Does it have any special purpose?

Or the past tense is used as the literally the cold never had bothered Elsa up to the point when Elsa sang a song?

No special meaning. She is referring to what happened in the past. We have no information about her reaction to cold in the present.
