[Grammar] The clock read seven o'clock

Hello.

Are the following sentences grammatically correct?

"The clock read seven o'clock in the afternoon and although the workday had already been completed two hours ago, the intense meeting was still going on, where municipal officials were debating the fate of the old theater."

I'd start 'The clock said 7pm ...'

7pm is evening – not afternoon.
 
I'd use "although the workday had finished two hours earlier". I'd probably use "at which" instead of "where".
