I found the sentence in a dictionary. ( "快譯通 MD8100" )

70 miles and an hour are nouns.
What is their grammatical function?

"70 miles" isn't a noun. "Miles" is a plural noun. "70" is a number. "Hour" is a noun. "An" is an article.

I don't know what you mean by "grammatical function"? Do you understand what the sentence means?
 
Is "an hour" as an adjective to modify "70 miles"?
