That's mean is not equal to it means as it is equal to that is mean.If im not wrong,that's mean is not grammatically correct.We only say it means and not that's mean.
 
"that's mean" = "that is mean" which is grammatically incorrect English.
You either say, "It means" or "that means".
 
that's mean = that's not nice.

Let me give you an example:

A: Amy dumped me last night.
B: Why?? you two looked so happy together.
A: She just said she found a better guy. Just like that.
B: That's so mean!

in British English "mean" means ungenerous, unwiling to share or give what one has

Amy, that's mean is grammatical. :-D :up: It means, that is mean (of you). For example,

Max: I made pizza for dinner. :-D
Sam: Great! :-D
Max: But . . . I ate all of it. Sorry.
Sam: That's mean. :-(
