In the following sentence written by me, is it correct to use 'that' after a hyphen? Please guide.

It is interesting to note that the distinctiveness of dystopia as a genre lies in something that is fundamental to both the pandemic and dystopia – that both, in many ways, suggest the end of an epoch.
 
Particularly to me, the conjunction "that" after the dash was confusing. I expected to see a definition of "what is fundamental" -- a noun phrase or a clause. I'd use "they" instead of "that".
