When I read the acknowledgments of some books, I sometimes saw authors "thank somebody for the title". Can I assume this somebody helped author give the title to the book in this case?

Yes.

I agree with Rover's yes. While the author may have chosen a working title, usually the actual title is chosen by a book's publisher rather than its author.
