Hello,

Tests on material representative of that used in the valve bodies, where required by LR's Rules and Regulations, have been reviewed and the results found satisfactory.

Does the marked fragment mean “tests that were performed on the material which was representative of material ………?

In my opinion, representative of that in this case means representing material or which represented material.

What do you think?

(A) representative of can be either a noun or an adjective.
 
Tests on material (that is) representative...

Normally, I would expect a test of each batch of a material. Say they receive blocks of steel, which they then machine into valve bodies.


They would do metallurgical tests on a piece of each block, or one piece on each shipment of blocks. The tests are usually destructive, so the test can't be done on the actual valve body.
 
Could you explain to me what it means?: they machine blocks of steel into valve bodies.

I think I know what you mean. They make valve bodies from the received blocks of steel.

Do you confirm?

"Machining" metal is modifying it by precisely removing what you don't want with mechanical tools like lathes.
 
Yes, "machine" is a verb there. To use machine tools to make a part according to its design.
