Tastes tea-lightful/Connect over a cup of tea

1. I am wondering why "tastes" is used in the third person singular form, but "connect" is used in the bare infinitive form. Can I take they to mean:

"(It/this cup of tea) tastes tea-lightful."
"(We) connect over a cup of tea."

2. "Connect over a cup of tea"
Does "over" here mean "across"? In other words, we drink
a cup of tea, make a small talk, and become friends.

1) Yes, the third person subject is implied. Of course it is the tea that tastes delightful.

This is an imperative, addressed to the reader(s). It makes more sense to interpret it as 'You connect' (not 'We connect').

2) Yes, that's right, though the word across is not right in your explanation. You might better explain it with 'during', or 'while having'.
