So we all start looking again and tapping around in the dark.

Context: What is being talked about is an on-going operation that has yet to be reached a desired result.

what does "tap around in the dark" mean?

Though as emsr2d2 say, it is difficult to tell for sure what is meant without context, my personal guess would be that they are searching for the desired results.

Tapping around in the dark, may refer to the action that some people do searching with their fingers to find things in the dark, here I think it is used as a metaphor for looking for the information or materials needed to finish the project without having any knowledge of where they are.

It seems to me to be an inelegant way of referring to a blind person with a cane.
