[Vocabulary] Talk about powerful

"Talk about powerful." There is no context to this sentence. What can it possible mean?
 
It is an exclamation of intensity that can be used for any extreme attribute. For instance if I thought somebody was extremely drunk I might say "Talk about drunk!" Or an exceptionally attractive person might inspire "Talk about good-looking."

I'd end all such sentences with an exclamation point. They're in the form of an imperative, but of course the speaker isn't really demanding that their interlocutor actually talk about whatever the subject is. :)

You can understand them as a short version of something like "People talk about xxx. Here's a perfect example of it!"

Note my correction above. Also, note that I have changed your thread title. It was misleading. Your thread isn't just about the word "powerful". It's about the entire phrase.
