You could use "with" but "on" sounds more natural to me. The content was on his phone.
 
He used the phone to take the video, so I find "with" more natural.

Let's decide on one thing, shall we ? Do we take video or the video?
 
To describe the activity of using the phone to record video, you would say they "took video."

When talking about a particular recording, you would say they took THE video.
 
I think on suggests more the storage of the video, while with suggests the means.
 
Video is a perfectly normal verb, so '...he videoed the drunk girl on his cell phone' would work just fine.
