"In the summer, surfing's a popular sport."

"Surfing, in the summer, is a popular sport."

The last two sentences are grammatical, but the third is a bit clumsy.

"Surfing is a popular summer sport."

This is condensing the adverbial phrase into an adjective?

Not necessarily. Raymott has simply produced a natural English sentence. There is no reason to think he has 'condensed' anything.

Yes, I now see how it was condensed and also noticed the shift away from a verb based action sentence to a passive noun based sentence.
