What does this phrase mean? When people are too expressive and exaggerate things they have done, it is proper to say such a drama?

You might say, "What a drama!" This is an exclamation; it requires an exclamation point. Note that it is not polite. You can say it to a third person about the person being over-dramatic.
 
If you know someone very well, you can get away with saying to them "You're such a drama queen!" when they're making an unnecessary fuss or going over the top about something.
