[Grammar] Subject has been being done

I was starting to get a grasp on how the present perfect works when it started to break down when changing the subject.

They have been building the bridge.
present continuos.

The bridge has been being built.

Other than the change in subject, is the second sentence still present continuos even though it has an extra verb in it? Are the sentences the same?
 
The second sentence is in passive voice. So they are not the same.
