To falter means to speak in a hesitant or unsteady voice. Of course this problem can also be a part of stumbling while speaking.

However, neither of your examples sounds quite natural as you have phrased them.
More likely is something like: "You need to improve your pronunciation when speaking. You can't keep stumbling along like that."
